Today POGO is releasing a new Fighting with Failures report on the Predator unmanned aircraft. In recent months the Predator has been dubbed a hero of the war in Afghanistan, the Pentagon has yet to provide a shred of evidence in support of the hype - to see the Predator Fighting with Failures fact sheet.
According to another new publication, hype reigned over reality during Operation Desert Storm when the Pentagon said the Patriot missile was knocking Iraqi Scud missiles out of the sky in incredible numbers. Government investigators and scientists later proved these claims to be highly overblown, and, in fact, presented convincing evidence that the Patriot was a miserable failure. There were other success claims during the Gulf War that were later proven to be greatly exaggerated:
| The Pentagon Claim |
The Reality |
F-117 Nighthawk hit 80
percent of its targets
A 40 percent proven hit rate
One laser-guided bomb to
knock out a bridge
11.3 laser bombs to destroy
a bridge
Tomahawk cruise missiles
hit 85 % of targets
50% of Tomahawks launched
reached their targets
High-tech weapons were
the stars of the war
Older low-tech weapons performed
as well and sometimes better

These and other myths are debunked in a new publication, Operation Desert Storm: Evaluation of the Air Campaign, Ross & Perry Inc., 2002. The myth-busting book includes a 20-page forward written by a longtime national security analyst, known as "Spartacus," who also alleges Pentagon interference in the 1997 GAO report (reprinted in the book) auditing the 1991 Gulf air war.

POGO investigates, exposes, and seeks to remedy systemic abuses of power, mismanagement, and subservience by the federal government to powerful special interests. Founded in 1981, POGO is a politically-independent, nonprofit watchdog that strives to promote a government that is accountable to the citizenry.
