2003 Beyond the Headlines Award Recipient
Gloria Flora


When Gloria Flora was Supervisor of the Lewis and Clark National Forest in Montana, she prohibited oil and gas leasing - a decision she based on scientific data and public comment. She was then sued by the oil and gas industry, in part for "listening too much to the public."

Ms. Flora was later promoted to supervise the Humboldt-Toiyabe National Forest in Nevada - the largest National Forest in the lower 48 states. As part of her duties, she listened to employees' stories about being refused service at local businesses and threats of physical harm. In 1999, she resigned in order to draw national attention to the persistent enmity toward federal employees in Nevada.

After leaving the forest service, Ms. Flora created a nonprofit organization, Sustainable Obtainable Solutions (http://www.s-o-solutions.org), to improve how public lands are valued and used and to eliminate the pervasive abuse of the civil servants who protect those lands.
